The mail system in Kosovo is confusing. First, I tried to use my home address to receive packets. Last year, I had someone send me a test letter, which took 2 weeks to arrive. Next, my mom sent me a package to my home address. About two months after she sent it, I received a notice at the university (which is about 2 miles from my house) that there was a package waiting for me at the post office (and then it took the better part of an afternoon to figure out which post office it was at). My mom sent something else in the spring, but that was returned to her. In August, when I applied for my absentee ballot, I used my Kosovo home address. I was unsure if it would work out, but when I received election junk mail I figured that the ballot would arrive, too. It didn't.
Then another package was sent from Portland to my home address. That was over two months ago and I haven't received it and she hasn't gotten it back. I went down to the post office and asked about having stuff sent Post Restante. I received one small package that way (about three weeks after it was sent), and the other packet sent Post Restante was returned to sender with the marking SERVICE SUSPENDE.
I wish that postal service was considered important enough to take a look at and get up and running properly. I haven't had any problems sending items out, but it is expensive (nearly $3 to send a letter to the US). I miss mail.

Even the web information isn't super helpful. I will say, though, that the people I've dealt with at the post office try to be helpful. Although, honestly, how helpful is it to have packages that have been addressed to the post office in the manner specified by the post office returned to their original sender? Not very.
